The Backlog:

Baltimore

Baltimore is one of the cities where we used public records requests to uncover the number of untested rape kits in police storage as part of The Accountability Project. As of April 2015, the Baltimore Police Department (BPD) has not fully cooperated with our legal request for their rape kit records from the past ten years.

In 2015, the Baltimore Sun reported that a BPD spokesperson said that the city had made progress toward eliminating a backlog that had once reached 1,500 untested rape kits. In 2016, the U.S. Department of Justice reported that BPD officers submitted rape kits for testing in only 15% of all sexual assault cases between 2010 and 2014.
